Best AI Voice Generators: ElevenLabs Review + Alternatives
By Andrew · October 17, 2026
ElevenLabs is the default AI voice generator for narration, dubbing, and voice agents. The free plan is 10,000 credits a month and does not include a commercial license. Starter at $6/month is the first plan that does. Choose Murf when you want a published API rate card, Descript when you are editing recordings you already made, and Speechify when you want to listen rather than publish a voice.
Prices were last verified October 16, 2026. We did not run a blind listening test, so this article does not rank “naturalness” with a score. It ranks fit against published licenses, credits, and prices.
The short recommendation
| Job | Tool | Pay this if the free tier is not enough |
|---|---|---|
| YouTube narration, ads, product voiceover | ElevenLabs | Starter $6/month (commercial license, 30,000 credits) |
| A cloned voice of a specific person | ElevenLabs Creator | $22/month, which is where Professional Voice Cloning is listed |
| Developer building a voice agent | ElevenLabs API plans, or Murf API | Murf real-time TTS is $0.01 per 1,000 characters; studio-quality TTS is $0.03 |
| Clean up a human recording | Descript | Hobbyist $16/person/month annual |
| Listen to documents | Speechify | Premium $29/month billed monthly. Yearly is advertised as 60% less; the exact annual dollar price was not confirmed |
| An avatar that speaks on camera | HeyGen | Creator $29/month, includes voice cloning. See AI video generators |
| A song, not a voiceover | Suno | Pro $8/month billed yearly. Free output has no commercial rights |
Figure (voice-workflow diagram, not a product screenshot). Alt: Script goes to ElevenLabs or Murf for a generated voice, or to Descript if a person already recorded it. The audio then goes to a video editor. Speechify is a separate path for listening. Suno is a separate path for music. Cloning requires permission from the person whose voice you use.

ElevenLabs, plan by plan
ElevenLabs sells credits. Monthly prices below exclude tax. Starter and Creator were showing a first-month promotion on the day we checked; the table uses the ongoing price, not the promo.
| Plan | Price | Credits / month | What changes |
|---|---|---|---|
| Free | $0 | 10,000 | 3 Studio projects and sound effects. No commercial license |
| Starter | $6 | 30,000 | Commercial license, commercial music use, Dubbing Studio |
| Creator | $22 | 121,000 | Professional Voice Cloning, extra credit options |
| Pro | $99 | 600,000 | 44.1 kHz PCM via API, 192 kbps audio |
| Scale | $299 | 1.8 million | 3 seats, 3 professional clones |
| Business | $990 | 6 million | 10 seats, 10 professional clones, low-latency TTS from 5¢ per minute |
| Enterprise | Custom | Custom | Volume discounts |
Yearly billing exists; confirm the discounted monthly equivalent on the pricing page, because this check recorded the monthly list.
Who Starter is for: a creator publishing monetized videos who can live inside 30,000 credits. Who Creator is for: anyone who needs a professional clone. Do not expect that feature on Free or Starter. Who Pro and above is for: API products and teams, not a single YouTube channel, unless the credit math says otherwise.
ElevenLabs is also the voice layer in front of avatar video. If the face matters as much as the voice, compare HeyGen and Synthesia instead of buying a higher ElevenLabs tier alone.
What to do with it
- Write the script out loud. Short sentences survive synthesis better than clauses inside clauses.
- Generate on Free. If you will publish commercially, move to Starter before you post, because Free does not include the commercial license.
- Clone a voice only with permission from the person, a written release if money is involved, and a disclosure where the platform asks for one. Cloning yourself for your own channel is a different situation from cloning a client or a public figure.
- Keep the project file. Regenerating a paragraph later spends credits again.
Murf, when the API price matters
Murf publishes API rates that are easy to forecast:
| API | Price |
|---|---|
| Text to speech, Falcon (real-time) | $0.01 per 1,000 characters |
| Text to speech, studio quality | $0.03 per 1,000 characters |
| Voice changer | $0.10 per minute |
| Translation | $0.02 per 1,000 characters |
New API accounts get $10 in credit in the plan description we checked, with 5 concurrent requests. Purchased credit does not expire. A 1,000-character script at studio quality is about $0.03, so the $10 credit is a large number of short reads. Enterprise API adds options such as higher concurrency and professional voice cloning.
Murf’s Help Center describes a free Studio workspace with 10 minutes of generation and no downloads. We could not verify current Studio subscription prices, because that tab did not render. Use Murf’s pricing page for Studio seats, and use the API table above only for API work. Do not treat ElevenLabs Starter ($6) and an unknown Murf Studio price as equivalent.
Descript, when the voice is yours
Descript is an editor that happens to have strong audio tools: Studio Sound, filler-word removal, and transcription-based editing. It is the wrong product if you have no recording and want a synthetic narrator. It is the right product if you recorded the take on a laptop.
| Plan | Annual per person | Monthly | Media |
|---|---|---|---|
| Free | $0 | $0 | 60 minutes, AI tools as a trial |
| Hobbyist | $16 | $24 | 10 hours, 400 AI credits, watermark-free 1080p |
| Creator | $24 | $35 | 30 hours, 800 credits, 4K, fuller Underlord access |
| Business | $50 | $65 | 40 hours, 1,500 credits, translation and dubbing in 30+ languages |
Annual billing saves up to 35% versus monthly at these published rates. Hobbyist is the plan that makes a hobby podcast publishable. Creator is the plan if you also want AI video generation inside Descript and stock media.
Speechify, for ears rather than microphones
Speechify Premium is $29/month on monthly billing, with 1,000+ natural voices and 60+ languages. Free is 10 voices at up to 1.5× speed and text-to-speech only. The company says yearly billing saves 60% versus monthly. Until you see the annual charge, budget the $29 figure or read the checkout total. Speechify is for students and anyone who would rather hear a document. It is not the commercial voiceover stack.
A fit table you can audit
| Requirement | ElevenLabs | Murf | Descript | Speechify |
|---|---|---|---|---|
| Generate a commercial voiceover | Strong from Starter ($6) | Strong on the API rate card; Studio price not confirmed | Not the design center | No |
| Free way to hear quality | 10k credits, non-commercial | Studio preview, no downloads, 10 minutes | 60 media minutes | 10 voices |
| Professional voice cloning | Creator, $22 | Enterprise API; not on the self-serve rate card we saw | AI speech and voice clones inside an editor | No |
| Fix a bad recording | Partial | Partial | Strong | No |
| Listen to articles and PDFs | Partial | Partial | Partial | Strong |
| Forecast API cost per character | Credit system, less direct | $0.01 or $0.03 per 1,000 characters | Not an API voice product | No |
A $6 Starter plan is one of the smaller AI bills in a stack that can otherwise sit near $20 per tool. If you are also paying for a chatbot or a video plan, put the voice line item next to the others in which AI subscription is worth paying for and cancel the one you do not open.
Music is a different subscription
Suno makes songs. Free is 50 credits a day without commercial rights. Pro is $8/month billed yearly. Buying ElevenLabs to get a soundtrack is the wrong SKU; ElevenLabs Starter does include commercial use of its music features, which is still not a full song studio. Pick one.
FAQ
Is ElevenLabs free for YouTube?
You can generate on the free plan. ElevenLabs’ pricing page puts the commercial license on Starter ($6/month) and above, not on Free. If the video earns money or promotes a product, budget Starter and read the current license.
What is the best ElevenLabs alternative?
For API voice at a published per-character rate, Murf. For repairing your own voice recordings, Descript. For listening to text, Speechify. For a face plus a voice, HeyGen. There is no single alternative that copies every ElevenLabs tier at a lower confirmed price.
Can I clone someone else’s voice?
Only with their permission. A tool that allows the upload is not permission. Disclose synthetic voices where a platform, client, or local rule requires it.
