Cursor vs Claude Code vs Codex (2026): Which AI Coding Tool Should You Use?

By Andrew · October 14, 2026

Use Cursor if you want an editor with autocomplete and agents, especially at the new $8 Plus price. Use Claude Code if you want a terminal-and-IDE agent and you are already going to pay for Claude. Use Codex if you are already going to pay for ChatGPT and the coding should live in that subscription. Add GitHub Copilot Pro at $10 when the only missing piece is GitHub-native completions and a cloud agent.

These are documented product differences, last verified October 16, 2026. We did not run a benchmark, and we do not publish a “coding score.” The table uses Strong / Partial / Limited for scope, not for bug-fixing quality.

The choice

Your situationStart withPrice that matters
You live in an editor and want Tab plus an agentCursorFree tier exists. New Plus is $8/month ($80/year) on The X Subscription. Premium is $30

You want coding inside the ChatGPT plan you already discuss buyingCodexMeaningful access on Plus ($20). Free and Go are for short tasks
You want the cheapest dedicated coding seat in GitHubGitHub CopilotPro $10/user/month, with $15 of monthly credits
You want one IDE that routes across several model vendorsDevin Desktop (formerly Windsurf)Pro $20/month

Figure (coding-tool diagram, not a product screenshot). Alt: Three agents around one repo. Cursor is an editor with Tab, Chat, and cloud agents, billed via The X Subscription. Claude Code rides on a Claude Pro or Max plan and works in the terminal and IDE. Codex rides on a ChatGPT plan and works on the web, CLI, IDE, and iOS. GitHub Copilot is the cheaper GitHub-native alternative. All of them need a human review before merge.

If you do not want to write or review code at all, stop here and use Lovable vs Bolt vs Replit. The coding directory lists both groups.

Cursor

Cursor is an AI code editor: Tab completions, Chat, Agent, cloud agents that can build and test on their own machines, a CLI, and Slack and GitHub hooks. New customers buy it through The X Subscription, which also covers Grok. Included usage is one pool for Grok models across Grok and Cursor. Third-party models in Cursor draw extra credits.

PlanMonthlyAnnualIncluded usage
Free$0$0Limited Agent, Chat, and Tab on Cursor models
Plus$8$80Base
Premium$30$3004× Plus
Super$100$1,00015× Plus
Ultra$200$2,00050× Plus
Teams$30, $100, or $200 per seat—Matches the seat

Legacy plans still exist for current subscribers: Hobby (free), Pro ($20), Pro+ ($60), Ultra ($200), Teams Standard ($40/user), and Teams Premium ($120/user). Cursor’s help center says switching from a legacy plan to The X Subscription is optional and permanent, with a prorated refund of the old plan. Do not switch a legacy Pro seat to “try” Plus unless you accept that you cannot go back.

The published usage multiples (“4× Plus”) are not a promise of a specific number of agent runs. That opacity is the main reason to start on Free or Plus and watch a week of real work before you buy Super.

Choose Cursor when the editor is home and you also like the Grok bundle. Be wary if you need a fixed, unlimited coding plan. These tiers are usage tiers.

Claude Code

Claude Code is Anthropic’s coding agent, included with Claude Pro, Max, Team, and Enterprise. It is not a separate $20 product. Usage is shared with Claude chat, which matters if you also write all day in Claude.

PlanPriceAnthropic’s own coding guidance
Pro$20/month, or $17/month annual ($200 up front)Short coding sprints in small codebases
Max 5x$100/monthEveryday use in larger codebases, plus $100/month in API credits
Max 20x$200/monthPower users, plus $200/month in API credits
Team / EnterprisePer seat or customAdmin, SSO, and security controls

There is no free Claude Code. The free Claude plan does not include it.

Choose Claude Code when you want the agent in the terminal and you value Claude’s writing in the same bill. Move to Max only after Pro limits actually stop a workday. A $100 plan is not a quality upgrade you can see on a feature list; it is capacity.

Codex

Codex is OpenAI’s coding agent inside the ChatGPT subscription. It runs on the web, in a CLI, in an IDE extension, and on iOS. ChatGPT Work shares the same usage pool.

PlanPriceCodex, as documented
Free$0Quick tasks on GPT-6 Luna at Standard speed, subject to rollout
Go$8/monthLightweight tasks. Go may include ads
Plus$20/monthWeb, CLI, IDE, iOS, code review, and Slack. Models include GPT-6.1 Sol and GPT-6 Luna. Credits can extend usage
Pro$100, $200, or $500/monthMore usage, no five-hour limit. Ultrafast is on the $500 tier
Business$20/user/month annual (2+ users) or $25 monthlyLarger cloud VMs, SSO, no training on business data by default
API key onlyAPI ratesCLI, SDK, and IDE. No cloud features

OpenAI says fast mode spends included usage at 2.5× the standard rate, and Ultrafast at 8×. A “cheap” Pro tier can disappear into Ultrafast if you leave it on.

Choose Codex when ChatGPT Plus is already the assistant you want for non-code work, as compared in ChatGPT vs Gemini vs Claude. Do not buy ChatGPT Pro only for code until Plus limits are the thing blocking you. A $10 Copilot Pro seat may remove the blocker for less.

GitHub Copilot and Devin Desktop

These are the two alternatives that change the shortlist.

GitHub Copilot Free is 2,000 completions a month. Pro is $10/user/month with $15 in credits, a cloud agent, and code review. Pro+ is $39 with $70 in credits. Max is $100 with $200 in credits. Business is $19 with pooled credits and IP indemnity. If your team is already standardized on GitHub and you want a known per-seat price, Copilot is easier to explain to finance than Cursor’s “4× Plus” language.

Devin Desktop, formerly Windsurf, is $20/month for Pro and $200 for Max, with a free plan that includes unlimited Tab completions and a light agent quota. Pro’s pitch is frontier models from several providers, including OpenAI, Claude, Gemini, and SpaceXAI, with extra usage at API pricing. Teams is $80/month plus $40 per full dev seat. Choose it when model choice inside one IDE is the requirement. Choose Cursor or Claude Code when you have already committed to that ecosystem’s agent.

How to adopt one without betting the repo

  1. Pick a task that already has a test: a bug with a failing check, or a small refactor.
  2. Run it on the free tier you can actually use (Cursor Free, Copilot Free, Codex on ChatGPT Free). Claude Code has no free tier; use a single Pro month if Claude is the candidate.
  3. Read the diff. Run the tests. Reject the change if you cannot explain it.
  4. Keep one paid coding tool for a month. Cancel the second. The subscription logic for stacking $20 plans is in which AI subscription is worth paying for.
  5. Write down where secrets live, and do not let an agent print them into a pull request.

FAQ

Is Cursor or Claude Code better in 2026?

Cursor is the better default if you want a VS Code-style editor, Tab, and a cheap Plus tier. Claude Code is the better default if you want Anthropic’s agent and you are paying for Claude anyway. We do not have a head-to-head accuracy score.

Does ChatGPT Plus include Codex?

Yes. Plus includes Codex on the web, CLI, IDE extension, and iOS, with usage shared with ChatGPT Work. Free and Go include lighter access. Pro removes the five-hour limit and adds more usage.

What happened to Cursor Pro at $20?

It is a legacy plan. Existing subscribers can keep it. New customers use The X Subscription. Premium at $30 is the published comparable tier, with 4× Plus usage. Switching off legacy is permanent.

Can I use these tools if I cannot code?

You can ask them to write code. You cannot responsibly ship it if nobody on the team can review it. For a prompt-to-app path, use Lovable, Bolt.new, or Replit.
