ElevenLabs Review (2026): Plans, Credits, and What Each Tier Unlocks

By Andrew · October 24, 2026

ElevenLabs is the voice product to open when the job is generated speech: narration, dubbing, or a voice agent. Free includes 10,000 credits a month and does not include a commercial license. Starter at $6/month is the first plan that does. Creator at $22/month is the first plan that lists Professional Voice Cloning. Higher tiers buy credits, audio specs, seats, and more professional clones. They do not buy a better license than Starter.

Prices below are monthly list prices in US dollars, excluding tax, from ElevenLabs’ pricing page as checked October 16, 2026. Starter and Creator were showing a first-month promotion that day. This review uses the ongoing price. We did not run a listening test, and we do not publish a naturalness score.

What you are actually buying

ElevenLabs sells two platforms on the same research. ElevenCreative is the content side: text to speech, cloning, dubbing, music, sound effects, and a Studio editor for long-form audio. ElevenAgents is the conversational side: configure, deploy, and monitor voice agents. A YouTube narrator and a support team can share a vendor and still need different plans.

The meter is credits. The pricing summary we used does not publish a credits-per-minute rate. Do not convert “30,000 credits” into a promised number of videos. Generate one real script, read the credit drop, and then pick the tier.

Figure (plan diagram, not a product screenshot). Alt: Free sits at the bottom with credits and no commercial license. Starter adds the license, commercial music use, and Dubbing Studio. Creator adds Professional Voice Cloning. Pro, Scale, and Business add credits, audio specs, seats, and more professional clones. A side path, ElevenAgents, is for phone and chat agents rather than a finished voiceover file.

The category comparison is best AI voice generators. If you already know you want a different vendor, use ElevenLabs alternatives. If the task is a clone of a specific person, use how to clone a voice with ElevenLabs.

Starter is the default paid plan for a monetized channel that can live inside 30,000 credits and does not need a professional clone. Creator is the default when the voice has to be a specific person. Pro and above are for API products and teams. A single YouTube channel does not need Pro unless the credit math from a real script says the Creator pool is too small.

Scale and Business are seat plans with a published clone count. Buying Business to “get the best voice” misunderstands the ladder. The commercial license is already on Starter.

Where the credits go

Documented products that spend the pool:

  • Text to speech, including the Eleven v4 model the company describes as its more emotive voice model
  • Voice cloning, instant on lower tiers and professional from Creator
  • Dubbing Studio, listed from Starter
  • Music and sound effects. Commercial music use is listed from Starter
  • Studio projects for long-form audio. Free includes 3
  • ElevenAgents calls, which are a different workload from a rendered file

A practical order:

  1. Paste one finished paragraph, not a chapter.
  2. Generate it on Free in two voices.
  3. If you will earn money from the audio, move to Starter before you publish. Free’s missing license is the constraint, not the sound.
  4. Move to Creator only when a library voice is the wrong voice and you have permission to clone. The steps are in the cloning guide linked above.
  5. Read the credit balance after that paragraph before you queue an hour of audio.

ElevenAgents is not a voiceover upgrade

ElevenAgents is for a business that wants a voice on a phone line or in a support flow, with monitoring. It is the wrong reason for a creator to leave Starter. If the “agent” you wanted is a research worker that returns a document, that is a different product. See Manus AI review and which AI subscription is worth paying for.

Dubbing is the feature that overlaps video tools. Starter includes Dubbing Studio. If the deliverable is a presenter on camera, compare HeyGen and Synthesia before you buy a higher ElevenLabs tier for the face. The faceless-channel stack that uses ElevenLabs only for narration is how to start a faceless YouTube channel.

FAQ

Is ElevenLabs free?

Yes. The free plan includes 10,000 credits a month. Commercial use is listed on Starter at $6/month and above, not on Free.

Which plan includes voice cloning?

Instant voice cloning is the lower-tier feature. Professional Voice Cloning is listed from Creator at $22/month. Scale includes 3 professional clones. Business includes 10.

How many minutes is 30,000 credits?

ElevenLabs’ pricing summary we checked does not say. Run one script, divide credits used by the length, and then choose a tier. Guessing minutes from the marketing number is how people overbuy Pro.
